Crescent City Planning Commission To Consider 14-Unit Townhome Project

Sam Schauerman, the developer behind Roosevelt Estates, is seeking to build another housing development in Crescent City, this one closer to the downtown area.

Schauerman, owner of Elk Creek Builders LLC, will go before the Planning Commission on Thursday for an architectural review of a 14-unit townhome project proposed for 708 J Street. According to City Manager Eric Wier, when they are finished, the units will be available to rent at the market rate.

“They’re townhome styles with garages and separations between the different driveways,” Wier told the City Council on Monday, “so it’ll be a little bit different style than some of the other developments.”

According to Wier, five units will face J Street, four units will face 7th Street and five more units will face I Street. There will also be a courtyard for the complex behind the homes, he said.

The units will be two stories and will consist of two bedrooms and 2.5 bathrooms, according to the staff report included with the Planning Commission’s agenda packet for Thursday. The developer is also proposing to include 42 off-street parking spaces within the project.

The townhome development is proposed for an area located within Crescent City’s high-density residential district, according to the staff report.

Schauerman’s previous housing development, Roosevelt Estates, was constructed in 2024 near California Street and Washington Boulevard.

Also on Thursday, the Planning Commission is expected to hear an update of the downtown specific masterplan. Led by urban designer Don Arambula, of Crandall Arambula PC, the presentation of the first phase of the downtown specific masterplan development will go before the City Council on Jan. 20, according to Wier.
